Stella WARUINGI is a public mental health programming expert with over a decade of experience in designing and implementing public mental health and psychosocial support (MHPSS) interventions across Sub-Saharan Africa. She currently serves as Head of Mental Health and Psychosocial Support
Programs for Nairobi County, where she leads strategy, service integration, and capacity building initiatives. Waruingi has extensive expertise in humanitarian response, having coordinated
MHPSS efforts during major emergencies and trained over 1,000 rapid response personnel
across multiple countries. A WHO-certified trainer and Africa CDC/WHO AFRO MHPSS
expert, she has contributed to policy development, including Nairobi’s Mental Health Strategic
Action Plan (2025–2030). Her work focuses on strengthening public mental health systems,
expanding community-based care, and improving access to quality mental health services in
resource-constrained settings.
She has a Master in Health Psychology and undertking a Master of Philosophy in Public Mental
Health from University of Cape Town, SA
