Dr. Marie-Jeanne Offossé N. is a health-financing and public-finance-management specialist with 20 years of experience supporting health-sector reforms across Africa and the Caribbean. As Country Director for Health Systems Insight in Burkina Faso, she forges partnerships with government, civil society organisations, and training institutions to broaden and deepen local stakeholders’ capacity for evidence-based reforms that strengthen the links between health spending, service delivery, and accountability.
Her PFM expertise spans the full cycle, from budget planning and execution to credibility analysis, intergovernmental transfers, facility-level financial management, and digital PFM solutions, with hands-on experience in fragile, low-income, and decentralized settings.
She is experienced in engaging senior government counterparts, translating analytical evidence into policy dialogue, reform design, and operational decision-making. She holds advanced degrees in medicine and health economics.
