Dr. Abnet Zeleke Muluneh is the Executive Director of the International Institute for Primary Health Care – Ethiopia (IPHC-E), a government-affiliated center of excellence under the Ministry of Health that serves as a technical and knowledge hub for primary health care (PHC) and health system strengthening in Ethiopia and beyond.
Before leading IPHC-E, Dr. Abnet served as an Advisor to the Minsiter, where he was actively involved in Global Health, Helath Security, and Emergency Response Coordination. Prior to that, he worked in the Office of the State Minister, contributing to key national programs focused on health system resilience and multi-sectoral engagement.
At IPHC-E, Dr. Abnet leads efforts to strengthen Ethiopia’s PHC architecture, enhance regional collaboration, and position the Institute as a continental leader in primary health care technical assistance, knowledge, innovation, and leadership development. His work emphasizes the integration of policy, analytics, and delivery to achieve sustainable health outcomes across Africa.
