Dr. Margaret Lubaale is the Chief Executive Officer of the Health NGOs’ Network
(HENNET), Kenya’s leading coalition of civil society organizations working to strengthen health systems and advance equitable health outcomes across all 47 counties. With over 20 years of experience in global health and development, she is widely recognized for her leadership in policy advocacy, multi-stakeholder coordination, and civil society engagement. Dr. Lubaale serves on the Social Health Authority (SHA) Selection Working Group and provides strategic oversight on health financing and governance reforms aimed at advancing Universal Health Coverage in Kenya. Before joining HENNET, she held senior leadership roles with international development organizations including Winrock International, ChildFund International, Pathfinder International, and Plan International, leading programs spanning maternal and child health, HIV, WASH, gender equality, and community development. Under her leadership, HENNET actively contributes to national policy processes. The network is represented on the Benefits Package and Tariffs Advisory Board and participates in several technical working groups convened by the Ministry of Health and the Ministry of Investments, Trade and Industry. Dr. Lubaale also serves as the Civil Society representative to the Global Financing Facility (GFF) Investors Group, where she advocates for sustainable health financing and stronger community-centered primary health care systems.
