Francis (Frank) is an Associate Professor of Health Systems and Policy at the Strathmore University Business School and the Chairperson of the Kenya Health Human Resource Advisory Council, the state corporation recently established to coordinates health workforce standards and related matters.
His work revolves around strengthening policy, governance and regulation of health workforce and health systems, innovation and entrepreneurship in healthcare, quality and operations management, financing health systems, and public private collaborations in healthcare.
Frank serves as a member of the World Health Organization Technical Expert Group on Regulation. He sits on various boards, including Population Services Kenya (PSKenya), Meghraj Capital and the Ahadi. Frank is a visiting professor across various universities in Africa and Europe. He previously worked as a health specialist with the World Bank Group, Head of Research at Aidspan (Global Fund Observer), a health systems research fellow at the KEMRI/Wellcome Trust Programme, and a government pharmacist. Frank holds a PhD in Health Systems & Policy (Open University and LSHTM), an MPH (also from LSHTM), and a pharmacy degree (University of Nairobi), with further training at Nanyang Business School (Singapore), IESE Business School (Spain) and Strathmore University Business School among others.
